Policy Advisor HHS-ACF-DE-24-12418348 - Closes 6/8/2024

As a Policy Advisor within the Office of Policy Analysis and Development, you will use your knowledge and experience to optimize business results and customer experience by:

  • Monitoring the field to assess challenges and develop policy solutions to support the implementation of key federal laws that support community living.
  • Providing legal research and analysis on issues that arise related to ACL program implementation to support oversight and technical assistance activities.
  • Providing expert advice, including through preparing memoranda, briefings, and other background material concerning substantive issues, findings, conclusions, and proposed solutions to keep management and appropriate staff involved at key decision points.
  • Providing project planning, management, oversight, and coordination for policy initiatives.
  • Participating in departmental or agency committees or working groups on issues related to community living for older adults and people with disabilities, behavioral health, health-related social needs/social determinants of health, emerging public health issues, and home and community-based services.

Eligibility

Some positions are open to all U.S. citizens, while others may be open only to people who meet the criteria for special hiring authorities, such as:

  • Current and former competitive service federal employees
  • People with disabilities ("Schedule A")
  • Veterans and military spouses
  • Family members of a federal employee or uniformed service member who is or was, working overseas.
  • Career transition (CTAP, ICTAP, RPL) - Federal employees who meet the definition of a "surplus" or "displaced" employee.
  • Certain current or former term or temporary federal employees of a land or base management agency.
  • People who have served two years with the Peace Corps or one year with AmeriCorps VISTA
  • People eligible under a special authority not listed above, but defined in the federal hiring regulations.

Information for People with Disabilities

If you are a person with a disability, you may be eligible for a special hiring authority, known as “Schedule A.” Schedule A gives federal agencies an optional, and potentially quicker, way to hire people with disabilities. It offers applicants an exception to the traditional hiring process.

To be eligible for Schedule A, you must provide a "proof of a disability" letter stating that you have an intellectual disability, severe physical disability or psychiatric disability. You can get this letter from your doctor, a licensed medical professional, a licensed vocational rehabilitation specialist, or any federal, state, or local agency that issues or provides disability benefits.
