The Substance Abuse and Mental Health Services Administration (SAMHSA) announces the availability of funds to expand and/or enhance grant activities funded under the Minority AIDS Initiative Targeted Capacity Expansion (MAI-TCE): Integrated Behavioral Health/Primary Care Network Cooperative Agreements (RFA # SM-11-006) grant announcement. This supplemental funding opportunity is jointly funded by the Center for Substance Abuse Prevention, the Center for Substance Abuse Treatment, and the Center for Mental Health Services.
The purpose of the current MAI-TCE program has been to facilitate the development and expansion of culturally competent and effective behavioral health and primary care networks, which include HIV services and medical treatment, within racial and ethnic minority communities in the 11 Metropolitan Statistical Areas (MSAs) and Metropolitan Divisions (MDs) most impacted by HIV/AIDS. The supplemental funding for this announcement will be used to expand behavioral health services specifically into specialized HIV treatment services programs.
The purpose of this program supplement is to screen persons who are presenting for or receiving HIV care in specialized HIV treatment services programs for substance use and mental disorders and make appropriate referrals, as necessary, to behavioral health treatment and/or prevention services.

All individuals screened will be provided with education to prevent substance use and mental disorders among those who are HIV positive, information on how persons living with HIV might mitigate their risk of substance use and mental disorders, and information on what to do if behavioral health issues arise. In addition, because substance use and mental disorders can contribute to HIV-infected individuals having difficulty adhering to HIV treatment, this program will improve HIV outcomes, which may reduce risk of transmitting the virus.
Grantees are expected to implement evidence-based practices (refer to SAMHSA's Guide to Evidence-Based Practices on the Web at www.samhsa.gov/ebpwebguide) to prevent and reduce the onset of substance use and mental disorders among their population(s) of focus.
Eligibility
The purpose of this program supplement is to screen persons who are presenting for or receiving HIV care in specialized HIV treatment services programs for substance use and mental disorders and make appropriate referrals, as necessary, to behavioral health treatment and/or prevention services. The MAI-TCE program targets comprehensive service approaches in the 11 Metropolitan Statistical Areas (MSAs) and Metropolitan Divisions (MDs) most impacted by HIV/AIDS. MAI-TCE grantees funded under RFA #SM-11-006 are currently providing screening and referral to treatment for those who require care or preventive interventions for HIV and substance use and mental disorders. These grantees include: Texas State Dept. of Health Services; Florida State Dept. of Health; Puerto Rico Dept. of Health; City of Philadelphia Public Health Dept.; San Francisco Dept. of Public Health; New York City Health/Mental Hygiene; Chicago Dept. of Public Health; Los Angeles County Office of AIDS Programs & Policies; Maryland State Dept. of Health/Mental Hygiene; D.C. Dept. of Health; and Georgia State Dept. of Public Health. SAMHSA believes it is most cost effective and efficient to supplement and build upon the infrastructure, partnerships and services already established through the MAI-TCE program in these 11 MSAs/MDs to achieve the goals and objectives of these supplements within the one-year grant period.

It is expected that up to $750,000 will be available to fund up to 3 awards in FY 2013. Awards are expected to be up to $250,000 in total costs (direct and indirect) for up to 1 year, with $149,418 available from CSAP, $69,789 available from CSAT, and $30,793 available from CMHS. Funds must be requested in the same proportion as noted. Proposed budgets cannot exceed the amounts allowable from each Center. A single budget with separate columns for each Center's funds must be submitted along with justifications. [See Appendix F of the RFA for a sample budget and justification.]
Funding estimates for this announcement are based on an annualized Continuing Resolution and do not reflect the final FY 2013 appropriation. Applicants should be aware that funding amounts are subject to the availability of funds.
