The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2013 Rapid Hepatitis C Virus Screening and Referral grants. The purpose of this program is to address the high prevalence of viral hepatitis C infection among IV drug users in selected opioid treatment programs (OTPs). In addition to providing rapid hepatitis C virus (HCV) testing, applicants must develop a plan for providing referrals for care and treatment that include, but are not limited to primary health care, public health, mental health, and medical services for those who are HCV positive or are at high-risk of HCV infection.
Injection-drug use is a primary risk factor for exposure to blood borne pathogens such as the hepatitis B virus (HBV) and HCV because of needle-sharing and other drug-related behaviors. Among new cases of hepatitis C reported to the Centers for Disease Control and Prevention (CDC), injection-drug use is the most common risk factor. Research shows that injection-drug users (IDUs) have high rates of viral hepatitis infection with an estimated 64 percent chronically infected with HCV and up to 11 percent chronically infected with HBV.

IDUs are not only disproportionately affected by these viruses, but they are also more likely to have adverse hepatitis-related health outcomes compared to other infected populations -- primarily because of related health conditions (known as "co-morbidities") and inadequate access to and receipt of needed health services.
This program aligns with goals of the U.S. Department of Health and Human Services (HHS) Action Plan for the Prevention, Care & Treatment of Viral Hepatitis related to addressing the need for reducing viral hepatitis related to drug use behavior. Grantees will be required to integrate efforts to prevent new viral hepatitis infections, identify hepatitis infected persons, and to provide better linkages and referrals to care and treatment. The HCV Screening & Referral program addresses the Prevention of Substance Abuse and Mental Illness strategic initiative. One of the goals of this strategic initiative is to address the high prevalence of hepatitis C infection in OTPs and to prevent the long term sequelae of HCV infection, i.e., hepatic cirrhosis and liver cancer.
Rapid Hepatitis C Virus Screening and Referral is one of SAMHSA's services grant programs. SAMHSA intends that its services grants result in the delivery of services as soon as possible after award. Service delivery should begin by the 4th month of the project at the latest.
The HCV Screening & Referral program is authorized under section 509 of the Public Health Service Act, as amended. This announcement addresses Healthy People 2020 Substance Abuse Topic Area HP 2020-SA.
Eligibility
SAMHSA is limiting eligibility for this program to certified OTPs because OTPs are optimal settings in which to provide comprehensive hepatitis prevention and control services. The majority of OTP clients have a history of injecting drugs, placing them at high risk for human immunodeficiency virus (HIV)/acquired immunodeficiency syndrome (AIDS) and viral hepatitis. OTPs provide hepatitis C counseling, testing, treatment, and hepatitis A and B vaccinations, retain clients for extended periods of time, and have licensed medical facilities with medical staff. Only certified OTPs may apply because only they are qualified to provide opioid treatment under 42 CFR part 8. The statutory authority for this program prohibits grants to for-profit agencies.
Cost sharing/match are not required in this program.

Proposed budgets cannot exceed $40,000 in total costs (direct and indirect) in any year of the proposed project. Annual continuation awards will depend on the availability of funds, grantee progress in meeting project goals and objectives, timely submission of required data and reports, and compliance with all terms and conditions of award.
Funding estimates for this announcement are based on an annualized Continuing Resolution and do not reflect the final FY 2013 appropriation. Applicants should be aware that funding amounts are subject to the availability of funds.
