The State Incentive Program (SIGs) calls for governors to develop and implement a comprehensive statewide substance abuse prevention strategy to optimize the use of all State and Federal substance abuse prevention funding streams and resources including: the 20 percent primary prevention set-aside from the SAPT Block Grant, the funds from this SIG program, and the additional financial support from Federal agencies, states, and communities. The SIG program has three goals: 1) Coordination of funding 2) development of a comprehensive prevention State system and 3) assistance to States in measuring progress in reducing substance use by establishing targets for measure included in the National Household Survey on Drug Abuse. |
