SAMHSA's State Incentive Program grants are intended to help States develop a strategy to ensure that their substance abuse prevention resources fill identified gaps in prevention services that target youth and young adults 12-25 years old. Approximately $7.2 million in funding will be available to fund two to three awards. The average award is expected to be approximately $3 million per year in total costs. The grants will be awarded for a period of up to three years. WHO CAN APPLY: Offices of the governor for states and territories that have not previously received a State Substance Abuse Prevention Incentive Grant, and who currently receive the Substance Abuse Prevention and Treatment Block Grant, may apply. Those states that received such grants in FY 1997, 1998, 1999, 2000, or 2002 may NOT apply. SAMHSA applications consist of three parts: | ||
1. "Part I: Programmatic Guidance" of the
Guidance for Applicants (GFA) provides details about the specific program.

2. "GFA Part II" gives standard provisions for SAMHSA applications. However, not all GFAs require Part II. The latest edition of Part II is always available by mail or for electronic downloading from this website. |
||
3. SAMHSA applications require forms PHS 5161 and
SF-424. These forms are available online from the Program Support
Center of the U.S. Department of Health & Human Services. |
