The Strengthening Access and Retention (SAR) cooperative agreements
are intended to implement effective clinical and administrative practices
to improve client access and retention in substance abuse treatment. The program addresses
the following two key elements of SAMHSA/CSAT’s “Changing the Conversation: Improving Substance Abuse Treatment: The National Treatment Plan Initiative (NTP)":

About Strengthening Access and Retention (SAR) Cooperative Agreements:Who Can Apply? Public
and domestic private nonprofit entities, including units of State or
local government, tribal governments and organizations, and community-based
organizations, including faith-based organizations. Est. Funds for FY 2003: Approximately $2.5 million Est. No. of Awards: 12-14 awards ranging from $175,000 to $200,000 in total costs Project Period: Up to 3 years Note: Applications with proposed budgets that exceed $200,000 will be returned without review. Cost sharing is not required. Up to 2 cooperative agreements may be awarded to applicants seeking to improve access and retention for rural populations in need of medication-assisted therapy for addiction to heroin or prescription opiates such as OxyContin or hydrocodone. |

SAMHSA applications consist of three parts: | |
1. "Part I: Programmatic Guidance" of
the Request for Applications (RFA) about the specific program.
|
|
2. "GFA Part II, General Policies and Procedures" gives standard provisions for SAMHSA applications. The latest edition of Part II is always available by mail or for electronic downloading from this website. |

3. SAMHSA applications require forms PHS 5161
and SF-424. These forms are available online from the Program Support
Center of the U.S. Department of Health & Human Services. |
